Priority 5 speaks to NISCC about Critical Infrastructure Interdependencies driving budgetary and resources allocations
Priority 5, a leading provider of critical infrastructure management solutions for homeland security and natural hazard preparedness, today announced that Anthony McDermott, Priority 5's founder, will be speaking at the United Kingdom’s National Infrastructure Co-ordination Center (NISCC) in the United Kingdom on November 14, 2006.
The role of NISCC (pronounced "nicey") is to minimize the risk to the Critical National Infrastructure (CNI) from electronic attack; other parts of government work to protect the CNI from physical attack or natural disasters. NISCC was set up in 1999 and is an inter-departmental centre drawing on contributions from across government. Defense, Central Government Policy, Trade, the Intelligence Agencies and Law Enforcement all contribute expertise and effort.

Priority 5 and INL execute agreements.
The U.S. Department of Energy’s Idaho National Laboratory (INL) have signed two agreements on a major new technology that models and manags critical infrastructure interdependencies, for use in National Security and White House driven preparedness and protection initiatives. The agreements open the door to another source of a visualization that can be used in managing critical infrastructures and key resources that offers many advantages over traditional CIP approaches.
A powerful software application that has been nominated for R&D magazine’s top 100 technologies during 2006, the Critical Infrastructure Modeling System (called CIMS©) is a 3D interactive modeling and simulation system designed to identify and evaluate emergent behaviors that result from interdependencies between infrastructure components.
This technology is expected to increase the visualization and analysis capabilities of infrastructure managers globally. CIMS© takes a system command level approach seeking to provide decision makers with sufficient information in terms of mission capability without requiring detailed information to support the engineering level.
The agreements between INL and Priority 5 include a license for the company to use the CIMS technology, and a cooperative research and development agreement (CRADA) supporting further development of the technology. The license authorizes Priority 5 the exclusive right to use the technology for the life of the product in exchange for fees and annual royalty payments to INL. The CRADA is an agreement under which Priority 5 provides INL funding to develop CIMS during the initial development stage.

The INL team of inventors included Don Dudenhoefer, Steve Woolsey, and May Perman. “It is very gratifying to know that the research we did together may well help strengthen the nation and save lives,” said Dudenhoefer.
In inventing this technology, INL researchers took advantage of the fact the INL is one of the national infrastructure test beds for the United States of America.

Priority 5 expands management team with CEO hire
Priority 5, Inc. a leading provider of critical infrastructure management solutions for homeland security and natural hazard preparedness today announced the addition of one new member of its management team.
Charles Q. Miller joins Priority 5 as the President & CEO. Mr. Miller brings over thirty years of management experience to Priority 5, including five years as an executive vice president of Raytheon, three years as the CEO of United Engineers & Constructors, two years as a managing partner of Bunker Hill Capital, and five years as a management consultant, which included three years serving as CEO of startup companies. In addition to his broad business background, which includes companies engaged in engineering, construction, manufacturing, operations, maintenance, and private equity, he has extensive experience in the development and deployment of simulation software. Chuck is a graduate of the United States Naval Academy, and received an MS in applied mechanics from Stanford University, and a JD form Rutgers University. He is a licensed professional engineer and a member of the bar in several states.
