Management Team

Charles Q. Miller, Chairman & CEO. 

Chuck brings over thirty years of management experience to Priority 5, including five years as an executive vice president of Raytheon, three years as the CEO of United Engineers & Constructors, two years as a managing partner of Bunker Hill Capital, and five years as a management consultant, which included three years serving as CEO of startup companies.  In addition to his broad business background, which includes companies engaged in engineering, construction, manufacturing, operations, maintenance, and private equity, he has extensive experience in the development and deployment of simulation software.  Chuck is a graduate of the United States Naval Academy, and received an MS in applied mechanics from Stanford University, and a JD form Rutgers University.  He is a licensed professional engineer and a member of the bar in several states.
 
Anthony McDermott, Executive Vice President

Tony brings over 15 years of management experience including 5 years as CEO of successful start up companies.  Prior to founding Priority 5, Tony served as a Managing Director and Director of Operations for Guidry Partners International, where he played a vital role in the development of Critical Infrastructure Exercises for the United States Secret Service.  He continues to be responsible for evaluating emerging technologies for Strategic Alliance Services, a UK based company interfacing with MI5, RUSI, MoD, the Home Office, and NISCC. Additionally, Tony is a FEMA certified ICS (incident command system) expert, has served in the US Coast Guard and has studied catastrophic disaster preparedness, terrorism history/methodology, and critical infrastructure preparedness for the past 5 years.  He is a successful visionary with a track record of migrating concepts to profits.
 
 
Joeseph Kammerman, Vice President - Project Manager 

Joe is a seasoned emergency management and transportation executive with expertise in program management, policy development, and emergency operations. Prior to joining Priority 5, Joe served as the Homeland Security Coordinator for the District of Columbia's Department of Transportation. Responsibilities included developing the department's emergency response program, maintaining the District's evacuation plan, and serving on the Washington Regional Threat and Analysis Governance Committee and the District of Columbia's Critical Infrastructure Protection Working Group. Joe also founded the Operation Fast Forward program, which tests the District's evacuation plan at the conclusion of the National Fireworks every Forth of July. Joe was also a lead member of the development team for the Archangel program, a critical infrastructure protection program for the Los Angeles Police Department. Joe earned his Bachelors of Arts in Urban Planning from Southwest Texas State University and his Master of Science in Emergency Management from George Washington University.
 
 
Allen Bierbaum, Vice President Technology

Allen brings a broad range of technical and software management skills to his position as leader of the Priority 5 software development team. He is one of the original developers of VR Juggler and has been involved in the development of numerous VR applications. Allen has produced many referenced publications, technology demonstrations, and invited presentations. These include presentations at the top conferences in the field of real-time immersive visualization. He has been invited to CAVE™ software development workshops to act as a VR software expert and to teach about VR application development. Allen holds a Ph.D. in Computer Engineering from Iowa State University. His Ph.D. research focused on software architectures for large-scale, distributed virtual environments.
 
 
Peter Boxall, Independent International Sales Representative 

Peter brings Priority 5 over thirty years of expertise in technology, aerospace, electronics, space technology, military, telecommunications, IT and Telcon security, business strategy, market evaluation, and homeland security. He is Founder of Strategic Alliance Services International located in on the south coast of the UK.  He co-founded Cemco Ltd,  a manufacturer of electronics production and BS 9000 test equipment for the UK Ministry of Defense and global industrial electronic manufacturers.  He has formed companies and alliance groups to leverage conversion of defense technologies for commercial applications.  Application areas include network mapping and routing, and network security, crisis planning, training and assessment, and server based distance learning/training. He has provided consultant services for US corporations such as Cisco Systems, SecureLogix Corporation, and Juniper Networks and to corporations and startup companies internationally to pursue strategic business development opportunities in the UK, Europe and around the world.  He has participated in UK homeland security working groups including: Aerospace and Defense, Infrastructure Resilience, and Maritime Security – port and harbour.  Peter is active in professional organizations including Royal United Services Institute (RUSI) for Defense and Security Studies and the international Armed Forces Communications and Electronics Association (AFCEA).
  
Thomas Tierney, Independent Sales Rep., Gulf Coast. 

Tom brings over thirty years of industry, government and university development experience to Priority 5.  As the Manager, Technology Business Development for the Lafayette Economic Development Authority, he secured the involvement of Idaho National Laboratory, 3001, Inc., Northrop Grumman, and Priority 5 in the Louisiana Immersive Technologies Enterprise (LITE).  Tom was a principal in defining the research and economic development value, and securing state funding for the Louisiana Optical Network Initiative (LONI).  He served as the charter executive of the Biomedical Research Foundation of Northwest Louisiana for nine years and in diverse healthcare executive positions with the Department of Veterans Affairs for twelve years.  Tom is a graduate of Loyola University in Chicago and received an MHA from Washington University in St. Louis.
